This is the Waterfront Hotel in Cebu City. This is quite a remarkable place. And yeah I know it's not Las Vegas however money here in the Philippines is so much different. This is a hotel with restaurants. Several. All kinds of shops and stores and accessory boutiques. There was a Filipino Superstar playing music there this evening but I was just too tired to hang around. I just did a walk-through and grabbed a bite to eat. The staff in the hotel is remarkably awesome!.
Very very old casino, bets are small, averaging about 5usd per bet for table games or so. Very limited table games. Maybe around 6 tables only. Rest are all jackpot machines. The pay out rate isn't good also as well. On what would be considered a good Jack pot payout of around 70x to 100x, but over here, and mainly in the Phillipines, the highest payout rate is around a measly 30x or so, based on what I experienced.

I rarely see anyone win there YET it's been a year since the air conditioner stopped working. In that year they have managed to buy ONE small fan for the WHOLE casino. The urinals have NEVER worked and the bathroom (SINGULAR NOW) is just REALLY disgusting in general. They should REALLY put at least a LITTLE money back into the casino. -Almost all the employes are very nice though.
In terms of the quality I'd give it 5 stars. I like the decorations and positioning of the machines and tables. There is also a live band or show inside that helps make the place lively.I just have one concern though, there are some players who smell so bad that it's very offensive. I have a feeling that they haven't went home for days just to play. I'm not sure of the management have control over it but it really ruins the stay and experience.
